OSHA requires that employers protect workers from fall hazards along unprotected sides or edges that are at least 4 feet above a lower level. Typically rail cars are at least 15 feet high and have unstable walking surfaces.  Additionally, working above railcars can be particularly dangerous when there are active tracks nearby as wind forces can destabilize workers at heights.
